Job Description:

Primary Purpose: Coordinate and manage the district’s bilingual and English as a Second Language (ESL) program. Ensure the development and delivery of the bilingual and ESL curriculum and instructional program is effective and efficient, incorporates district goals, and supports student achievement. Qualifications: Education/Certification: Master’s degree in education administration or bilingual education preferred Valid Texas teaching certificate with endorsement in bilingual education Special Knowledge/Skills/Abilities: Knowledge of ESL and bilingual education Knowledge of federal and state bilingual and ESL education compliance and requirements Ability to interpret data and evaluate instructional programs and teaching effectiveness Ability to manage budget and personnel Ability to implement policy and procedures Strong communication, public relations, and interpersonal skills Experience: Three years experience as a bilingual classroom teacher Major Responsibilities and Duties: Instructional and Program Management Oversee the development and delivery of bilingual and ESL education curriculum and instructional programs that incorporate district goals and support student achievement. Oversee the development and implementation of procedures to identify bilingual students at all grade levels districtwide, including review of student data and testing of students. Participate in the district-level decision-making process to establish and review the district’s goals and objectives in bilingual and ESL classroom instructional programs. Ensure that goals and objectives are developed using effective collaborative processes and problem-solving techniques. Monitor and evaluate bilingual and ESL instructional programs on an ongoing basis using input from teachers and principals, applied research, and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments where appropriate. Ensure that the necessary time, resources, materials, and technology to support accomplishment of bilingual and ESL education goals are available. Plan and provide staff development including sessions on methods for identifying and instructing bilingual students and enriched learning. Policy, Reports, and Law Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area of bilingual and ESL education. Recommend sound policies and procedures to improve program. Compile, maintain, and file all reports, records, and other documents required. Follow district safety protocols and emergency procedures. Budget and Inventory Develop and administer the bilingual and ESL budgets based on documented needs and ensure that operations are cost effective and funds are managed wisely. Maintain a current inventory of supplies and equipment and recommend the replacement and disposal of equipment when necessary. Oversee grant-writing activities to obtain program funding. Personnel Management Prepare, review, and revise job descriptions in bilingual and ESL department. Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal. Communication and Community Relations Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members. Articulate the district’s mission and goals in the area of bilingual and ESL education to the community and solicit its support in realizing the mission. Demonstrate awareness of district-community needs and initiate activities to meet those needs. Use appropriate and effective techniques to encourage community and parent involvement. Supervisory Responsibilities: Supervise, evaluate, and recommend the hiring and firing of staff in the bilingual and ESL departments.* Mental Demands/Physical Demands/Environmental Factors: Tools/Equipment Used: Standard office equipment including personal computer and peripherals Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting Motion: Repetitive hand motions, frequent keyboarding and use of mouse; occasional reaching Lifting: Occasional light lifting and carrying (less than 15 pounds) Environment: Frequent districtwide travel; occasional statewide travel Mental Demands: Work with frequent interruptions; maintain emotional control under stress *To meet the executive exemption test, the primary duty must be management and the employee must supervise at least two full-time employees.
