Officer, Data Management - District OfficeFUNCTION: The Colleges Data Management Officer (DMO) drives the governance, strategies, ethics, standards, and regulatory controls that ensure the integrity of Colleges knowledge and data assets. The DMO ensures that the College performs its duties as assigned by Texas States Chief Data Officer and as described in 2054.0286 of the Texas State Government Code. The DMO accomplishes results by establishing a governance program, aligned with 2054.137; detailed knowledge of the Colleges data assets; implementing policies and controls for managing and securing data; review and approval of computer applications and services; performing audit activities, risk identification and mitigation; and educating College stakeholders and consumers about data management controls and their individual responsibilities.Essential Job Functions:Establishes and maintains the Colleges data governance program to identify the Colleges data assets, exercise authority and management over the College's data assets, and establish related processes and procedures to oversee the College's data assets.Coordinates with the Texas State Chief Data Officer, the College's Chief Information Security Officer, the College's Records Management Officer, College stakeholders, and the Texas State Library and Archives Commission to perform the following duties:Implements policies, controls and best practices for managing and securing data through a defined lifecycle and in accordance with state privacy laws and data privacy classifications. Defines, manages, and controls master data and metadata management policies, controls, and standards. Ensures the College's records management programs apply to all types of data storage media.Increases awareness within the College through education and outreach of the College's data governance program. This includes educating Information Resource Owners, Information Custodians, and Users on new data management controls and processes across the data lifecycle;Conducts audits and data maturity assessments of the College's data governance program in accordance with the requirements established by College policies and procedures; andPosts on the Texas Open Data Portal established under Section 2054.070 requirements as defined by Section 2054.137(c) or any other relevant section.Participates in the Texas Data Management Advisory Committee established under Section 2054.0332 that advises on establishing statewide data ethics, principles, goals, strategies, standards and architecture, and performance objectives. Collaborate across other institutions to establish and advise membership.Drives alignment with Data Governance and College stakeholders on enterprise data models and definitions. Oversees the development and maintenance of detailed knowledge-base of the Colleges data assets, data flows, and processes to ensure data system and integration integrity. Ensures that appropriate audit controls exist for data that serves as the source material for regulatory reports. Recommends and ensures practical strategies, plans, and solutions to identified issues and problems.Reviews and communicates to the College and State KPIs that monitor adoption of and adherence to data management standards.Ensures that the College has the technology needed to sustainably implement data management standards and controls.Acts as the point-of-contact for Public Information Requests that are directed to the Colleges ITS department.Collaborates with the College CISO on the approval and procurement of new or changes to existing computer applications or services. Reviews data security requirements, specifications, and, if applicable, third-party risk assessment of any new computer applications, custom developed solutions or services or changes to the Colleges existing production enterprise systems and data architecture, integration platforms, data warehousing, data lakes, analytics and reporting tools, and APIs or portals, or any other applications and services that receive, maintain, and/or share data or provide third-party access to the Colleges data assets.Manages a team of Data Management Analysts assigned to support the duties of the Data Management Officer. This includes facilitating the maintenance of the Colleges intranet knowledge-base.Essential Job Functions:Provide assistance to the College CISO on the management of the College Security Operation CenterKnowledge, Skills and Abilities:Knowledge of cybersecurity standards (NIST CSF, COBIT) and compliance requirements, including but not limited to FERPA, GLBA, GDPR, and PCI DSSAbility to interpret policies and proceduresDemonstrable skills in interacting with auditorsKnowledge of data management practicesAbility to adapt to a fast-moving IT landscapeEffective collaboration skills and experience building partnerships at the local, state, and federal level.Excellent communication skills providing verbal and written communication that is outstanding to both direct reports and senior management as well as other stakeholdersFlexible and adaptable capable of changing direction where required and showing flexibility to meet new demandsRequired Education:Bachelors/University degree or equivalent commensurate experiencePreferred Education:Masters degree in business administration or related field commensurate experienceRequired Experience:Minimum 7+ years of experience as a senior IT leader.Experience in establishing cybersecurity governance, risk, and compliance controls.Preferred Experience:Experience in risk management, regulatory compliance in technology risk and audit and controls.Required Licenses/Certifications:Certified Information Security Manager (CISM) or equivalent certificationPreferred Licenses/Certifications:Certified Data Solutions Privacy Engineer (CDPSE) or equivalent privacy related certificationNote: This position has opportunity for remote work arrangements with appropriate approvals and in accordance with the policies, procedures, and needs of the College.Salary Grade: 204Salary is based on the Board-approved salary schedule for the current fiscal year.
