Job Description:

Position Description The Emergency Response Specialist - will respond to environmental emergencies in Harris county, conduct routine inspections, investigate complaints regarding air, solid and hazardous waste, stormwater and wastewater for compliance with the Texas Commission on Environmental Quality, Texas Health, and Safety Code, and Harris County rules and regulations and maintain proper records. This position is responsible for conducting investigations of citizen complaints of air, solid and hazardous waste, stormwater, and wastewater problems to determine compliance with Texas Commission on Environmental Quality (TCEQ), Texas Health and Safety Code, and Harris County rules and regulations. Duties & Responsibilities: * Conduct investigations of citizen complaints of air, solid and hazardous waste, stormwater and wastewater problems of determine compliance with Texas Commission on Environmental Quality (TCEQ) Texas Health and Safety Code and Harris County rules and regulations. * Be on call for and respond to environmental emergencies when scheduled to do so. * Work evenings, weekends, and holidays as assigned * Communicate regulations, rules, etc., to the public, subjects, and complainants while maintaining a professional, courteous attitude * Conduct routine inspections, surveys, and follow-up inspections of air, solid and hazardous waste, stormwater, and wastewater to determine compliance * Document violations, write reports, and verify compliance with rules and regulations * Gather evidence for court action as required and prepare and perform testimony in court cases * Responsibilities include other duties as assigned, including special tasks involved in responding to an emergency event * Serve as a trainer for new employees and assist with in-service training and review applicable Standard Operating Procedures and use appropriate Personal Protective Equipment Harris County is an Equal Opportunity Employer https://hrrm.harriscountytx.gov/Pages/EqualEmploymentOpportunityPlan.aspx If you need special services or accommodations, please call (713) 274-5445 or email ADACoordinator@bmd.hctx.net Requirements Education: * A Bachelor's degree with 15 hours in basic or natural science from an accredited college or university is required * Degrees in with an emphasis on Environmental Management or Emergency Management is accepted Knowledge, Skills & Abilities: * Knowledge of principles, practices, and laws governing environmental management and public health protection * Must be able to operate on the scene of hazardous materials emergencies and communicate effectively with other response agencies * Fire fighter experience is HIGHLY desired NOTE: Qualifying education, experience, knowledge and skills must be documented on your job application. Preferences * Degree in biology, chemistry, ecology or environmental studies is desired * Must have good written and verbal skill * Must be able to drive extensively * Must understand principles and practices of environmental management * Must have a basic understanding of state and federal statutes and regulations related to air, water, solid waste issues * Familiarity with environmental monitoring/sampling equipment is desirable General Information Hours/Work Shift: * Monday-Friday; Weekends (if necessary). Work Environment: * Setting:Working in an Office and Outdoor environment * Temperature: Possible exposure to inclement weather or various temperature changes * Noise Level: Possible exposure to loud noises in the environment * Chemicals: Possible exposure to dangerous chemicals * Population: Exposure to dangerous or aggressive/adverse populations Physical Requirements: * Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects Employment is contingent upon passing a background check and drug screen.
