Job Description:
Duties This is a highly responsible technical position involving
the inspection, review and approval of construction projects for
compliance with State and local codes and ordinances. The work is
performed under the general direction and supervision of the
Assistant Building Official/Building Official, but considerable
leeway is granted for the exercise of independent judgment and
initiative. The nature of the work performed requires that an
employee in this class establish and maintain close cooperative
working relationships with other City of Pasadena departments,
including Planning, Fire Marshal, Public Works and Health
Department, as well as with real estate developers, building
contractors, architects, engineers, property owners and the general
public. Performs on-site inspections to ensure possession of proper
permits and to ensure compliance with appropriate codes. May be
called upon to perform the duties of a building, mechanical,
plumbing or electrical inspector, as qualified, when and if
required. Reviews and evaluates proposed building plans,
specifications and related documents to ensure that proposed
construction complies with building codes and ordinances. Confers
with architects, engineers, businesses and homeowners, inspectors,
planners, and the general public on issues relating to code
interpretation and compliance, including preparing revisions to
codes, ordinances, and local regulations. Prepares and files all
code compliance reports in a timely and accurate manner, including
tracking and processing permits manually and on the computer.
Interprets codes for architects, engineers, businesses, homeowners,
and the general public as requested. Performs related office
duties, including responding to public requests and complaints,
both over the telephone and in the office, and ensures that all
codes and code requirements are updated periodically to be in
compliance with state laws, policies and regulations. At the
direction of the Assistant Building Official, participates in
professional group meetings; stays abreast of new trends,
innovations and regulations in the field of plan examination and
building inspection. Performs related work as required. Perform all
duties and work assignments in a safe, healthy, and environmentally
sound manner. Specifically, complying with the Health & Safety
Program; maintaining work areas in a safe and orderly manner;
identifying and reporting unsafe conditions; reporting all
accidents; wearing required personal protective equipment; and
attending safety-related meetings, training sessions, fit testing,
etc. Perform all duties and work assignments in compliance with
project quality requirements. Act responsibly and ethically, and in
conformance with generally accepted business, occupational, and
professional standards. Perform other duties as assigned.
Qualifications This position requires a minimum of an Associate's
degree in structural, civil or related architectural or engineering
discipline and ten years of progressively responsible work
experience performing inspections/plan review functions.
Certification or license by a recognized professional association
as a plans examiner or inspector. Other combinations of education
and experience which could provide these knowledge, skills and
abilities will be evaluated on an individual basis. Possession of
Residential Plans Examiner certification within six (6) months of
hire with the ability to obtain the Building Plan Examiner
certification within twelve (12) months of hire. Possession of a
valid Driver's License issued by the State of Texas. Sufficient
clarity of speech and hearing, with or without reasonable
accommodation, which permits the employee to communicate well with
supervisors, employees, contractors, consultants and the general
public. Sufficient vision, with or without reasonable
accommodation, which permits the employee to read construction
blueprints, observe construction of projects in process and upon
completion and to detect defects and recommend remedies. Sufficient
manual dexterity, with or without reasonable accommodation, which
permits the employee to operate a personal computer and handle
blueprints, other construction drawings and transport materials and
files as needed. Sufficient personal mobility, with or without
reasonable accommodation, which permits the employee to visit and
inspect construction sites, including areas of rough terrain.
